봉수대는 사방이 잘 보이는 산봉우리에 위치하여 밤에는 횃불 낮에는 연기로 인근 봉수대와 서로 연락하여 변방의 긴급한 상황을 중앙과 해당 진영에 알리던, 옛날 군사통신 수단의 하나이다. 고려시대부터 사용되었던 제도인 듯하나, 그 체제가 정비된 것은 조선 세종 때였다. 오장과 봉군이 배치되어 근무하면서, 평상시에는 한 홰, 적이 나타나면 두 홰, 적이 국경에 접근하면 세 홰, 적이 국경을 넘어오면 네 홰, 적과 접전하면 다섯 홰의 봉수를 올렸다고 하는데, 1894년(고종 31년)에 전화가 보급되면서 폐지되었다. 이 천내 봉수대는 해발 120m인 봉화산 정상에 위치한다. 울산만의 관문을 지키는 봉수대 가운데 가장 중요한 것으로, 가리산에서 봉수를 받아 남목천(현재의 주전)으로 전했다. 흙으로 쌓은 지름 25m의 둥근 둑 안에 돌로 된 대를 쌓았는데, 그 대의 지름이 8m, 높이가 7.5m에 이른다.
