กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมได้กำหนดนโยบายให้ดำเนินการบริหารจัดการและพัฒนาลุ่มน้ำแบบบูรณาการ เพื่อพัฒนากลไกการบริหารจัดการ ดูแล รักษาทรัพยากรธรรมชาติและสิ่งแวดล้อมที่มีประสิทธิภาพและยั่งยืน เพื่อให้ทรัพยากรธรรมชาติและสิ่งแวดล้อมได้รับการสงวน อนุรักษ์ ฟื้นฟู มีการใช้ประโยชน์ได้อย่างเหมาะสมกับศักยภาพ เป็นรากฐานในการดำรงชีวิตของคนในลุ่มน้ำ โดยการมีส่วนร่วมอย่างบูรณาการในทุกระดับ ซึ่งในการบริหารจัดการและพัฒนาลุ่มน้ำทั้งรายลุ่มน้ำและในภาพรวมของประเทศจำเป็นต้องใช้ข้อมูลประกอบในการดำเนินการ เช่น ข้อมูลพื้นฐานของลุ่มน้ำ ข้อมูลคณะกรรมการลุ่มน้ำ ข้อมูลโครงการในพื้นที่ลุ่มน้ำ สภาพปัญหาของลุ่มน้ำ ข้อมูลภัยแล้ง/น้ำท่วม/พิบัติภัย ซึ่งข้อมูลดังกล่าวจะใช้เป็นแนวทางในการจัดทำแผนการบริหารจัดการและพัฒนาลุ่มน้ำแบบบูรณาการโดยคำนึงถึงสถานการณ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมในแต่ละพื้นที่ลุ่มน้ำเป็นหลัก มีการพัฒนากลไกการบริหารจัดการ ดูแล รักษาทรัพยากรธรรมชาติและสิ่งแวดล้อมให้ได้รับการฟื้นฟูและรักษาไว้อย่างยั่งยืนภายใต้ความสมดุลที่เหมาะสมระหว่างระบบนิเวศน์ เศรษฐกิจและสังคม โดยให้ความสำคัญกับการมีส่วนร่วมของชุมชนจากทุกภาคส่วนที่เกี่ยวข้องกรมทรัพยากรน้ำในฐานะหน่วยงานที่รับผิดชอบการบริหารจัดการน้ำ จึงมีความจำเป็นอย่างยิ่งที่จะต้องดำเนินการพัฒนาระบบฐานข้อมูลกลางด้านทรัพยากรน้ำ เพื่อรวบรวมข้อมูลที่เกี่ยวข้องกับการบริหารจัดการและพัฒนาลุ่มน้ำที่มีอยู่เดิมปรับปรุงให้เป็นปัจจุบัน ทั้งข้อมูลเชิงพื้นที่และข้อมูลทุติยภูมิ รวมไปถึงพัฒนาโปรแกรมประยุกต์เชิงพื้นที่ลุ่มน้ำในลักษณะ Web Application และ Mobile Application 25 ลุ่มน้ำ เพื่อนำมาเป็นข้อมูลในการบริหารจัดการน้ำในแต่ละพื้นที่ รวมไปถึงอนุรักษ์ ฟื้นฟูลุ่มน้ำ ให้สอดคล้องกับสถานการณ์น้ำและพิบัติภัย และประเด็นปัญหาในแต่ละพื้นที่ได้อย่างมีประสิทธิภาพ
