Description
中醫是歷久彌新的國粹，自古以來和民眾的養生及健康息息相關。彰化縣是一個130萬人口的大縣，現有中醫師人數約350人，而且多是品德高尚、德術兼備、視病如親的好醫師，歡迎鄉親多加利用諮詢。中醫自從加入全民健保之後，更能為廣大的民眾提供內婦兒科、針灸、傷骨科的相關治療服務。有賴歷屆理事長指導及理監事們無私奉獻，讓中醫師公會會務格外順利，目前已完成醫責險投保、專屬網站設立、101年度中醫診所安全作業督導稽核宣導、本會舉辦之教育學分課程會員免收學分費及其它多項決策等陸續建置並完成，誠心期許凝聚全體會員的共識，提昇我中醫醫療品質及整體會員利益。
由於『102年度中醫門診醫療給付費用總額一般部門預算分配方式』其中戶籍人口數佔率，對中醫權益影響深巨，導致健保資源分配不均，健保互助精神蕩然無存，中醫內部紛爭不斷，於101年10月7日在秀傳醫院「馬英九總統與醫界座談會」時，當面向總統及衛生署長建議，中醫需要更合理的分配制度，適合中醫永續發展，能共同為全體國民健康而努力。﹝說明如下：1.健保政策『錢跟著人（投保人口）走』此一制度沿襲西方國家，或許適用於西、牙醫，因為西、牙醫各區落差不大，而中醫使用率各區差異較大，如台北區25%，而中區高達40%。2.大部份中醫師養成大都集中中區，包括特考培訓亦在中區，導致中區中醫師密度高於他區。亦使中區民眾對中醫的認同度及就醫率高於他區。3.中區中醫點值長期以來一直居全國之末，管控指標全國最嚴，若一味以戶藉人口佔率作為分配指標，卻忽略了投保人口的就醫需要（中醫使用率），明顯違反健保的互助精神。
