How to install UC Emergency APK on Android phone or tablet?

1 ★I was expecting a real app. Why you should log in? What if I forgot my login information during an emergency. What if a university visitor wants to use this app in a emergency?
1 ★Requires UC login and redirects to u of c website for that. I don't see the point of this. Campus security posts emergency notices on their twitter anyway. Uninstalled. Useless bloat.
1 ★Redirects me to a Web page that doesn't open. With an entire department full of computer scientists, you'd think they would be able to create an app that actually works.
