松山慈惠堂自民國五十九年設堂弘教以來，在郭堂主葉子的領導之下，不僅積極興建各項硬體設備；平時更是熱心公益，長期幫助貧困參與冬令賑濟，並設置清寒獎助學金等。近年來本堂鑑及社會風氣轉移及文化教養的重要，每年均免費舉辦各類社會教學活動，如經典解析、插花、書法、易經、國樂，頌經等等‧‧‧
由於社教工作的推廣，愈覺有健全的組織方能發出更持久而穩健的力量，本堂同修研商斟酌，仰承 母娘 慈悲濟世之聖訓，設立文教基金會，本會當以闡揚中國優良傳統為己任，並配合政府政策，積勵讀書風氣，教養善良習俗。
