A Lei 12.651/2012 definiu em seu âmbito a regularização do código florestal, fornecendo as diretrizes para a criação do Cadastro Ambiental Rural (CAR), que, segundo o artigo 29 é um registro público eletrônico de âmbito nacional,obrigatório para todos os imóveis rurais, com a finalidade de integrar as informações ambientais das propriedades e posses rurais, compondo base de dados para controle, monitoramento, planejamento ambiental e econômico e combate ao desmatamento. O cadastro dos imóveis rurais é feito no SICAR.O Sistema Nacional de Cadastro Ambiental Rural – SICAR foi criado por meio do Decreto n° 7.830/2012 e definido como sistema eletrônico de âmbito nacional destinado à integração e ao gerenciamento de informações ambientais dos imóveis rurais de todo o País. Essas informações destinam-se a subsidiar políticas, programas, projetos e atividades de controle, monitoramento, planejamento ambiental e econômico e combate ao desmatamento ilegal.
Este aplicativo trata a utilização da Central do Proprietário/Possuidor, um dos módulos do SiCAR, em uma versão mobile, disponibilizando o acesso para proprietários e representantes legais, atendendo com maior praticidade a comunicação entre o órgão responsável por recepcionar as inscrições no CAR e o proprietário/ possuidor do imóvel rural.
O APP Central do Proprietário/Possuidor tem o objetivo de fornecer aos responsáveis do imóvel rural uma área onde ele pode consultar a situação de seu imóvel em tempo real, bem como tomar decisões acerca da análise de seu cadastro, podendo enviar documentos solicitados, justificativas, entre outros;
