The app starts off as a blank new file which you can draw on with your fingertip, pick colours and pen thickness and then save
In normal, glow or magic pen mode pick a photo from your device memory, when it loads you can draw on it, click save and it saves to the drawing app folder on your internal storage.
In paint book mode you can pick colours, draw freestyle, or solid/empty shapes. It has a colour fill dropper too.
