Pada Hari Jadi Kabupaten Tabalong yang ke 21 tanggal 1 Desember 1986, Pemerintah Daerah berserta masyarakat Tabalong, dalam beberapa acara kegiatannya yang cukup padat memperingati hari bersejarah itu, antara lain adalah upaya peletakkan batu pertama monumen tersebut dilokasi Mabu’un.Disaksikan oleh ribuan warga masyarakat, hari itu batu pertama diletakkan oleh Bapak Gubernur Kalimantan Selatan, Ir. H. M. Said.
Menyusul kemudian Bapak Pembantu Gubernur Wilayah I Abdulgafar Hanafiah, Bupati Tabalong Dandung Sukhowardi, nyonya Nurhayati Dandung Ketua DPRD Tabalong Muhammad Arsad. Upacara sederhana itu dihadiri juga oleh Bapak Sekweida Tk I Kalsel H.Gt.Syamsir Alam, para Bupati Se Kalimantan Selatan dan Para Undangan.
