Description
當年在大陸各人民團體皆有成立全國性的公會組織，我中醫界亦不例外，於民國三十四年抗戰勝利後，正式向政府申請立案定名「中華民國中醫師公會全國聯合會」，於同年十月二十五日在四川重慶市舉行成立大會，當時全國各省市選出代表百餘人出席參加會議，會期一天，選出第一屆理監事，鄭曼青先生當選第一任理事長，全聯會成立後全體理監事均有為中醫界爭取權益，謀求福利之抱負，可惜時局紊亂，中共南侵，於民國三十八年大陸失守，政府播遷來台，但全聯會在大陸選出之理監事，多未隨政府撤退來台，致全聯會未再有任何動作，且僅台灣一省亦不能成立全國性之人民團體組織，民國五十六年，台北市改為院轄市，已符成立全國性人民團體之規定，中醫界前立法委員覃勤先生，熱心中醫鳩集中醫界碩彥，發動捐款贊助，籌備復會，於民國六十四年八月向內政部申請復會核准。但由於在大陸選出之理監事來台者為數不多，必須辦理補選方可組成健全之理監事會，籌備委員會依此指示定於六十四年十月二十七日在台北市召開會員代表大會，當即選出覃勤先生為理事長；郜錦文、張正懋為常務理事；陳郁、陳存仁、陳長發、盧國扁、張齊賢、周智夫、莊國俊、蔡拱星為理事；陳郁、陳存仁理事為連任，其他為補選；另選出彭主榮、駱再添、蕭秋領為候補理事；常務監事趙峰樵先生係在大陸選出為原任；監事涂全福、丁仲英均係在大陸選出亦均為原任，另補選吳明達先生為候補監事；任期至六十九年底屆滿，延至七十年元月九日改選理監事會，名稱為「中華名國中醫師公會全國聯合會第一屆第二次理監事會」，仍選出覃勤先生繼續連任理事長，但任期未滿覃勤理事長不幸逝世，其未滿之任期，由理事會推舉常務理事郜錦文先行遞補繼任，至七十二年任期屆滿，第三次理監事會，選出立法委員林庚申先行擔任，連任兩屆受任期連任一次之限制，於七十八年改選，由張正懋當選，至八十一年任期屆滿，同年八月選出理事長巫水生先生 (八十七年十月止)，但於八十一年修改人民團體組織法，所有在大陸選出之中央民意代表及各人民團體於八十一年底全部任期終止，凡改選者一律改稱第二屆，因此理事會正名為第二屆，嗣後則名正言順以拓展業務，將中醫發揚光大。
