Cursó la primaria en el Colegio Alemán de Montevideo, donde comenzó a escribir poemas y cuentos. Debido a problemas económicos de la familia pronto tuvo que trabajar, de manera que sólo pudo completar sus estudios secundarios como alumno libre.
Ese contacto tan temprano con el trabajo, le permitió conocer a fondo una de las constantes que registra su literatura: el mundo gris de las oficinas burocráticas de Montevideo. Entre 1938 y 1941 residió casi continuamente en Buenos Aires. Allí vivió largo tiempo trabajando en una editorial. En 1946 Benedetti se casó con Luz López Alegre.
De regreso a Montevideo, dirigió en 1948 la revista literaria Marginalia, que duró hasta el año siguiente, fecha en que pasa a formar parte del consejo de redacción de la revista Número.
