Fold them in two to make it look like a rectangle. At the center of the rectangle, cut a small V-shape to make a diamond cut on the center when you unfold the tissue paper. Insert the pipe cleaner and twist it to form a notch to prevent the tissue papers from falling. Gently pull the tissue paper upward one at a time. Crumple the tissue paper to give it more texture and to make it look fluffier.
When you get the hang of making paper flowers, you can do this in a variation. You can make this with more tissue papers for a thicker effect. Make more paper flowers and bunch them together for a better effect. Practice makes perfect; it may seem tiring at first and it may not look so great the first time you try it, but with practice, you will find the task easier and faster. Soon you will be making paper flowers that look realistic and professionally done. Just keep on practicing and keep folding those tissue papers.
