Mencermati perkembangan penyalahgunaan dan peredaran gelap narkoba akhir-akhir ini telah mencapai situasi mengkhawatirkan sehingga menjadi persoalan kenegaraan yang mendesak. Korban penyalahgunaan Narkoba bukan hanya pada orang dewasa, mahasiswa tetapi juga pelajar SMA sampai pelajar setingkat SD. Kaum remaja menjadi salah satu kelompok yang rentan terhadap penyalahgunaan Narkoba, karena selain memiliki sifat dinamis, energik, selalu ingin tahu. Mereka juga mudah putus asa dan mudah dipengaruhi oleh pengedar yang berakibat jatuh pada masalah penyalahgunaan Narkoba.Latar belakang inilah RSUD Sayang Rakyat bekerjasama BNN Provinsi Sulawesi Selatan membentuk wadah bagi masyarakat Indonesia khususnya masyarakat Sulawesi Selatan bagi penyalah guna Narkoba yakni Rehabilitasi Narkoba Sayang Anak Bangsa disingkat dengan Mayang Asa berbasis Rehabilitasi Medis.

Sulawesi selatan mengaku jumlah pengguna dan pecandu narkotika masih cukup tinggi. Berdasarkan hasil survey BNNP angka prevelensi penyalahguna di Sulsel tahun 2016 sudah mencapai 130.400 orang.
Tidak menutup kemungkinan tahun 2017 mengalami peningkatan,tingginya penyalahgunaan narkoba di sulsel menjadi urutan 9 pengguna narkoba di indonesia .

Di tahun 2015 pengguna narkoba di sulsel sebanyak 128.000 orang
Di tahun 2016 pengguna narkoba di sulsel sebanyak 130.400 orang
