Los desastres y riesgos no conocen fronteras. Por consiguiente, la mayoría de los desastres naturales y provocados por el hombre presentan riesgos transfronterizos debido a su dimensión espacial (terremotos, incendios, condiciones meteorológicas extremas, inundaciones y meteorología espacial), así como a la volatilidad y la escala de sus repercusiones (pandemias, epidemias de ganado, accidentes nucleares/industriales). Las repercusiones humanas, económicas o ambientales de esos peligros, así como su probabilidad de ocurrencia, existen independientemente de las fronteras nacionales.La creciente complejidad y la aparición de nuevas amenazas requieren una mayor cooperación intersectorial, transdisciplinaria y entre países en todas las fases de la gestión de riesgos.
Es por esta razón se presenta Vespra a la llamada a propuestas del Mecanismo Europeo de Protección Civil (UCPM) de la Unión Europea en la que se financiarán proyectos de prevención para riesgos transfronterizos.
Vespra surge para la mejora de los mecanismos de gestión de riesgo entre España y Portugal para el caso de riesgos locales, pero se tendrán en cuenta otros generales como la afectación por fenómenos meteorológicos adversos (grandes tormentas) o la dispersión de contaminantes en amplias zonas.
