Die Ortsentwicklung Wewelsburgs wurde 1933 – 1945 entscheidend durch die SS bestimmt. Der „Reichsführer SS“ Heinrich Himmler hatte die Wewelsburg gemietet. Aus der Idee einer „Reichsführerschule SS“ entwickelten sich im Laufe der Jahre Pläne zur Errichtung einer zentralen Versammlungsstätte des SS-Gruppenführerkorps auf dem Gebiet der Gemeinde. Die Arbeitskräfte für die umfangreichen Baumaßnahmen bestanden ab 1939 hauptsächlich aus Häftlingen eines eigens gegründeten Konzentrationslagers.
