La HabanaLa Constitución cubana de 1940, aprobada en un momento de gran consenso nacional, recogió en clave reformista parte importante de las demandas de la revolución popular de 1930-1933.
La calificación de ‘reformista’ no tiene, a priori, ribetes críticos. Se refiere a que fue comprehensiva de demandas de diversos actores, y por ello, experimentó consensos en torno a problemas fundamentales, como la intervención del Estado en la economía, recogió tensiones correlativas al intento de conciliación de propuestas diferentes entre sí y contuvo las demandas más radicales.
El ‘reformismo’ del texto cubano enfrentó las 3 cuestiones claves que constituían el núcleo de los socialismos latinoamericanos de su momento: las cuestiones agraria, obrera y nacional. En varios países, como México, Perú y Ecuador, la cuestión étnica resultaba también fundamental, pero en Cuba, la ‘raza’ ocupaba su lugar.
