تعتبر شبكة الطرق في الجمهورية اليمنية أهم واكبر مكتسب تحقق للشعب اليمني من ثورتيه الغاليتين , ثورة السـادس والعشرين من سبتمبر والرابع عشر من اكتوبر ، إذ تبلغ قيمتها التقديريـة في حدود (خمسة مليار دولار).وبالرغم من تنبه الدولة منذ وقت مبكر إلى ضرورة الحفاظ على أصول الطرق من خلال صدور القانون رقم (22) لعام 1995م والذي يقضى بإنشاء جهاز يعنى بالحفاظ على شبكة الطرق وكان هذا الجهاز هو صندوق صيانة الطرق ،ولأهميته وضرورة تفعيل قانون إنشاء الصندوق بصورة فاعله وكفاءة فقد كان يعمل تحت إشراف رئيس مجلس الوزراء شخصياً .
