本アプリは、みちびきと通信ができる衛星通信端末が設置された避難所に避難した避難者の情報を収集する際に利用します。避難所では、専用の機器（PC等）で避難者の情報を収集し、衛星通信端末にてみちびき経由で情報を送信します。
