Sürdürülebilir, denetlenebilir ve insan odaklı toplu ulaşım sistemi kurulması amacıyla yola çıkan İstanbul Büyükşehir Belediyesi, yaptığı raylı sistem yatırımları ile seyahat süresini toplu ulaşım kullanan yolcular için azaltmaktayken hazırladığı yönergelerle de kalitesi yüksek, standart ve kriterleri belli olan toplu ulaşım sistemini oluşturmayı amaçlamaktadır. Bu kapsamda; Minibüs, Taksi, Taksi Dolmuş, Servis, Fayton, Otobüs ve Yük Taşımacılığı alanında faaliyet gösteren taşımacı ve şoförlerin/sürücülerin hizmet kalitesinin ölçülmesi ve böylece hizmet kaynaklı problemlerin azaltılması için Toplu Ulaşım Yönergelerinde Taşımacı ve Şoförlerin Hizmet Kalitesinin Arttırılmasına Yönelik Değişiklik içeren UKOME Kararı alınmıştır.Toplu Ulaşım Hizmet Kalitesi Değerlendirme Sistemi (TUDES), söz konusu UKOME kararı kapsamında taşımacı ve şoförlere yönelik elde edilen hizmet kalitesi verilerinin toplandığı, analiz edildiği ve diğer denetim paydaşları ile paylaşıldığı ortak veri tabanıdır. TUDES kapsamında yapılacak işlemler bu mobil uygulama ile akıllı cep telefonu sahibi taşımacı ve şoförlerin erişimine açılmıştır. Bu kapsamda, taşımacılar, çalıştıkları ve iş arayan şoförlerin sicil belgelerini görebilmekte, kendi hizmet kalite puan durumunu takip edebilmekte, istek/öneri gönderebilmekte ve anket doldurabilmektedir.
