نشأت فكرة تسهيل تنقل مرور وسائل النقل سواءً الخاصة أو العامة بين الدول مع بداية القرن التاسع عشر وعلى ضوء ذلك بادرت لجنة الجمارك الدولية المنبثقة عن الأمم المتحدة بتقديم مشروع إتفاقية جمركية من شأنها تسهيل تنقل ومرور وسائل النقل بين الدول بنظام دفاتر المرور الجمركي الدولي (التربتك) , وعلى ضوء ذلك تم إسناد تنظيم إصدار دفاتر المرور الدولية للإتحاد الدولي للسياحة AIT والإتحاد الدولي للسيارات FIA كإتحادين دوليين يعملان تحت إشراف الأمم المتحدة.ونتاجاً لذلك قام الإتحادان بإعتماد نادي في كل دولة وتفويضه بإصدار تلك الدفاتر في بلده حيث يقوم الإتحاد الدولي بإرسال تلك الدفاتر للأندية بعد أن يقوم بعمل التغطية التأمينية لها دولياً لضمان الرسوم الجمركية لجمارك الدول التي تدخل إليها وسائل النقل إذا لم يعاد تصديرها أو تسوية وضعها جمركياً. مما سبق جاءت فكرة تأسس النادي اليمني للسياحة والسيارات في نهاية الثمانينيات وحصل على عضوية الإتحاد الدولي للسياحة AIT وعلى عضوية الإتحاد الدولي للسيارات FIA وذلك حتى يتمكن النادي اليمني من القيام بذلك الدور في اليمن .
