- osoby, które ukończyły 18 rok życia, wymagające wsparcia w zakresie mobilności, zarówno posiadające orzeczenie o stopniu niepełnosprawności (lub równoważne) jaki i nie posiadające orzeczenia, a mające realny problem w poruszaniu się.
