ELAPAS, es la Empresa Local de Agua Potable y Alcantarillado Sucre. Fundada el 2 de septiembre de 1965 mediante el Decreto Supremo Nº7309, se reorganizó el 24 de noviembre de 1972 con DS 10601 y modificó su condición jurídica el 1º de agosto de 1985 con DS 21021. Desde entonces, se convirtió en una empresa pública descentralizada del municipio de Sucre, con personalidad jurídica, patrimonio propio y autonomía para la gestión operativa y administrativa, bajo la supervisión del GAMS. Su misión es proporcionar servicios de agua potable y alcantarillado sanitario a la comunidad de Sucre.
ELAPAS cuenta con Licencia de Funcionamiento en Sucre, otorgada por la Autoridad de Agua Potable y Saneamiento Básico (AAPS) y suscrita con la Superintendencia de Aguas de la República de Bolivia. Está bajo la regulación del Ministerio de Medioambiente y Agua, especialmente en los servicios de agua potable y alcantarillado sanitario.
La sede legal de ELAPAS se encuentra en Sucre, provincia Oropeza, Departamento de Chuquisaca.
