民眾車輛失竊後，車主須盡快至警察局報案，完成報案手續並取得車輛失竊證明單，以免小偷開您的車上路趴趴走，違規罰單、牌照稅、燃料費仍由您繳納。依據道路交通安全規則第33條第4項說明，汽車所有人於汽車失竊時，應檢附警察機關車輛失竊證明單並填具異動登記書，向公路監理機關申辦車輛失竊註銷登記.
車輛所有人因車輛失竊已向警察局報案並向監理單位辦理註銷牌照手續，嗣後尋獲未向監理單位重領新牌照，被查獲使用公共道路者，應依使用牌照稅法第28條第2項規定補稅及處罰.
