Dalam Undang-Undang Nomor 20 Tahun 2009 disebutkan bahwa gelar Pahlawan Nasional mencakup semua jenis gelar yang pernah diberikan sebelumnya,
yaitu: Pahlawan Perintis Kemerdekaan, Pahlawan Kemerdekaan Nasional, Pahlawan Proklamator, Pahlawan Kebangkitan Nasional, Pahlawan Revolusi dan Pahlawan Ampera.
