A "IOV" é uma organização de membros aberta a instituições e indivíduos independentemente de raça, cor, credo, gênero, orientação sexual, deficiência física, origem nacional ou étnica ou idade.A missão da IOV é proteger, preservar e promover todas as formas de Arte Popular e Cultura Popular como elementos do Patrimônio Cultural Imaterial (ICH), para promover a compreensão e apreciação da diversidade cultural entre todos os povos e, assim, aumentar as perspectivas de paz mundial.
Reconhecemos que, para que a cultura popular beneficie as gerações futuras, ela não deve sobreviver apenas como memórias registradas de gerações passadas, mas nas tradições vivas das pessoas de hoje.
A IOV foi credenciada pela Unesco como um Centro de Especialização em Patrimônio Cultural Imaterial e deseja continuar sua acreditação por meio de sua operação.
