29 Ekim 1950’de Kayseri’de doğdu. Öğrenimini Kayseri Lisesi ve İstanbul Üniversitesi İktisat Fakültesi’nde yaptı. Aynı fakültede başladığı doktora çalışmaları için iki yıl İngiltere’de kaldı ve 1983’te İstanbul Üniversitesi’nden Doktor unvanı aldı. Sakarya Üniversitesi Endüstri Mühendisliği Bölümü’nün kuruluşunda çalıştı ve aynı bölümde ekonomi dersleri verdi. 1989’da uluslararası ekonomi dalında Doçent oldu. 1983-1991 yılları arasında merkezi Cidde’de olan İslam Kalkınma Bankası’nda ekonomist olarak çalıştı. 1991 – 2007 yılları arasında Türkiye Büyük Millet Meclisi’nde beş dönem Kayseri Milletvekili olarak hizmet verdi. 1991 – 1995 yılları arasında TBMM’de Plan ve Bütçe Komisyonu üyeliği yaptı. 1991 - 2001 yılları arasında Avrupa Konseyi Parlamenterler Meclisi üyesi olarak Konsey’in Kültür, Tüzük, Siyasi ve Ekonomik Kalkınma komitelerinde çalıştı. 1995 – 2001 yılları arasında TBMM’de Dışişleri Komisyonu’nda üye olarak görev yaptı. 1996’da kurulan 54.
