Adapun kelompok khusus, yaitu kelompok yang diperuntukkan bagi orang yang memiliki kedudukan dalam kepramukaan. Misalnya untuk Pramuka Penegak, merupakan penyebutan untuk orang dewasa yang memimpin Pramuka.
Pramuka Andalan, adalah anggota pramuka yang mana ia mengambil bagian dalam keanggotaan kwartir di dalam anggota Pramuka. Sebagai contoh misalnya menjadi pelatih pramuka, pamong saka, staf kwartir dan majelis pembimbing.
