A Igreja Presbiteriana do Brasil é uma comunidade religiosa composta de membros que adotam como única regra de fé e prática a Bíblia Sagrada e como sistema expositivo de doutrina a sua Confissão de Fé e os Catecismos Maior e Breve.Constitui-se de uma federação de Igrejas locais, com sede civil na Capital Federal, organizada de acordo com sua própria Constituição, com gloriosa missão de adorar a Deus, propagar o Evangelho de Jesus Cristo, promover educação cristã e obras sociais. Exerce seu governo por meio de concílios e indivíduos, regularmente instalados e o Supremo Concílio é a sua Assembléia Geral.
A Secretaria Executiva, através do seu representante, tem como função primordial cumprir e fazer cumprir as decisões do Supremo Concílio e de sua Comissão Executiva, além de movimentar as igrejas sob a orientação da comissão e cuidar do arquivo, dos documentos e da correspondência da IPB.
O secretário dispõe-se, também, a servir aos Concílios oficiais e a todos os membros da IPB, durante os oito anos que dura o seu mandato. O Secretário é eleito através de votação pelo Supremo Concílio da IPB, em que os representantes dos presbitérios de todo o Brasil têm direito a voto.
