Sự tích bắt nguồn từ việc An Dương Vương xây thành Cổ Loa, được các tiên nữ đêm đêm xuống trần gánh đất đắp hộ nhưng thần ma gà tác yêu giả tiếng gà gáy sáng làm các tiên cô bỏ cuộc bay về trời, nên đắp mãi chưa xong thành.
Nhờ được thần Huyền Thiên Trấn Vũ ra tay diệt được ma gà trắng núp ở Thất Diệu Sơn nên vua Thục mới xây xong thành Cổ Loa. Thần Trấn Vũ được thờ trên núi Sái một hòn của Thất Diệu Sơn. Vua, chúa nhiều đời sau từng về đây bái yết, nhưng thấy việc đi lại làm hao phí tiền bạc, công sức của nhân dân nên vua ban chiếu cho dân làng làm nghi lễ rước vua giả. Hàng năm, lễ rước "vua sống" lại diễn ra vào 11/1 âm lịch.
Chuẩn bị cho nghi lễ chính thức, "Vua" phải làm lễ tế tại đền Thượng trong 90 phút.
Còn "Chúa" tế lễ ngay tại đền Sái, sau đó, "Chúa" đi bộ về đền Thượng đón "Vua"..
và tự tay chém gà trắng rồi chém tiếp 3 nhát gươm gỗ vào một hòn đá và đổ bát tiết gà lên đá, tượng trưng cho việc đã trừ xong yêu quái ma gà.
