Su contenido está soportado en el análisis bibliográfico, el asesoramiento de expertos y la experiencia de profesionales de los ámbitos educativos, de la discapacidad, la emergencia y la seguridad. Es una herramienta con contenidos orientativos que complementan los procedimientos de intervención en las diversas situaciones de emergencia y permite enriquecer las vías de relación y comunicación que se establecen para mejorar la calidad de la atención a las personas con discapacidad.
