DENGAN RAHMAT TUHAN YANG MAHA ESA
PRESIDEN REPUBLIK INDONESIA,
Menimbang:
bahwa penyelenggaraan pemerintahan negara untuk mewujudkan tujuan bernegara menimbulkan hak dan kewajiban negara yang perlu dikelola dalam suatu sistem pengelolaan keuangan negara;
bahwa pengelolaan keuangan negara sebagaimana dimaksud dalam Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 perlu dilaksanakan secara terbuka dan bertanggung jawab untuk sebesar-besarnya kemakmuran rakyat, yang diwujudkan dalam AnggaranPendapatan dan Belanja Negara (APBN) dan Anggaran Pendapatan dan Belanja Daerah (APBD);
bahwa dalam rangka pengelolaan dan pertanggungjawaban keuangan negara diperlukan kaidah-kaidah hukum administrasi
keuangan negara yang mengatur perbendaharaan negara;
bahwa Undang-undang Perbendaharaan Indonesia/Indische Comptabiliteitswet (Staatsblad Tahun 1925 Nomor 448) sebagaimana
telah beberapa kali diubah dan ditambah terakhir dengan Undang-undang Nomor 9 Tahun 1968 (Lembaran Negara Republik Indonesia
Tahun 1968 Nomor 53), tidak dapat lagi memenuhi kebutuhan pengelolaan dan pertanggungjawaban keuangan negara;
bahwa berdasarkan pertimbangan sebagaimana dimaksud pada huruf a, huruf b, huruf c, dan huruf d di atas perlu dibentuk Undang-undang tentang Perbendaharaan Negara;
Mengingat:
Pasal 5 ayat (1), Pasal 20, Pasal 23, dan Pasal 23C Undang-Undang Dasar Negara Republik Indonesia Tahun 1945;
Undang-undang Nomor 17 Tahun 2003 tentang Keuangan Negara (Lembaran Negara Republik Indonesia Tahun 2003 Nomor 47, Tambahan Lembaran Negara Nomor 4286);
