Norma penghasilan adalah persentase tertentu yang digunakan untuk menghitung berapa penghasilan neto pribadi perorangan dalam setahun. Jadi WP badan nggak boleh pakai norma ya, harus pakai pembukuan dimana nanti laba komersil akan dikoreksi dan menghasilkan penghasilan neto. Dulunya sebelum muncul aturan pajak final 1%, setiap WP OP akan mengalikan penghasilan bruto setahun dengan norma, tetapi setelah muncul pajak final 1% kini hanya pekerjaan jenis tertentu saja (pekerja bebas) yang dapat dikalikan dengan norma sisanya lebih banyak pakai PP 46.Penghasilan WP OP yang dalam setahun < 4.8M dapat menggunakan norma, kecuali atas usaha atau pekerjaan bebeas tersebut dikenai pajak final sesuai ketentuan.
Norma mempunyai 3 kelompok wilayah,yaitu:
- 10 (sepuluh) ibukota propinsi yaitu Medan, Palembang, Jakarta, Bandung, Semarang, Surabaya, Denpasar, Manado, Makassar, dan Pontianak;
- Ibukota propinsi lainnya;
- Daerah lainnya.
