Buku Pedoman Umum Pembentukan Istilah memberikan definisi istilah adalah sebagai berikut :"Istilah ialah kata atau gabungan kata yang dengan cermat mengungkapkan makna konsep, proses, keadaan, atau sifat khas dalam bidang tertentu".
Dari definisi di atas kita mendapatkan penjelasan bahwa istilah dapat berupa kata atau gabungan kata. Yang berupa kata misalnya: fonem, morfem, daya, suhu, partikel, radiasi, inflasi, larutan, himpunan, dll. Yang berupa gabungan kata misalnya : hak pilih, hak milik, daya kuda, tenaga listrik, pintu air, tiang pancang, rumah pompa, kerja sama, anggaran berimbang, mata anggaran dsb.
Untuk mencari makna ungkapan kita dapat menggunakan kamus ungkapan. Untuk mencari makna suatu istilah kita juga dapat menggunakan kamus. Bukan kamus umum, melainkan kamus istilah.
