منصور جعفری مَمَقانی، (زاده ۶ مرداد ۱۳۵۰ در تهران اصالتا آذری) خواننده، آهنگساز و بازیگر اهل ایران است.«من بیشتر با مادربزرگم که ساکن میدان ژاله بود زندگی می‌کردم و تمام خاطرات کودکیم دردوران مدرسه خلاصه می‌شود که در دبستان مهرجو خیابان نادری تمام مدت با دوستان مشغول شیطنت بودیم.»
منصور تا ۱۳ سالگی در ایران بود و سپس ایران را برای همیشه تا به امروز ترک می‌کند و به قصد ادامه تحصیل راهی آمریکا می‌شود. منصور در بازار مبل دلاوران به فروشندگی مشغول بود
او دربارهٔ این سفر چنین می‌گوید
«سال ۱۳۶۴ از ایران به صورت قانونی برای ادامه تحصیل خارج شدم ولی با دلتنگی و ناراحتی بسیار زیاد، به دلیل دور شدن از خانواده و دوستانم، ایران را ترک کردم. بعد از مدتی وارد مدرسه‌ای در لوس آنجلس شدم که توانستم دوستان زیادی که پیدا کنم و دوری از عزیزانم برایم قابل تحمل تر شد.»
منصور پس از اتمام دوران تحصیل در دبیرستان به عنوان همخوان روی صحنه و هم چنین در استودیوهای ضبط موسیقی به کار مشغول شد و کم‌کم به کار ضبط موسیقی آشنا گردید. بالاخره موسیقیدانی که قبلاً با او سابقهٔ همکاری داشت وی را به منظور تنظیم آهنگ‌ها در پروژهٔ شخصی خویش وارد کرد و او را استخدام نمود.
منصور اولین آلبوم خود را با سرمایهٔ شخصی حاصل از درآمد فروشگاه موبایل متعلق به خود در سال ۱۳۷۰ آغاز کرد. منصور در این رابطه گفته بود:
«من عاشق موسیقی هستم اما در عین حال از هیجان دنیای خرید و فروش هم لذت می‌برم.»
اولین آلبوم و اولین پروژه منصور ۳ سال طول کشید زیرا منصور می‌خواست که برای اولین کارش از بهترین امکانات ضبط صدا و موسیقی استفاده کند و این فاصله به او فرصت خوبی داد تا زیر نظر استادان آواز، تکنیک آوازش را بهتر از گذشته نماید. منصور معلم اول موسیقی خود را عبدی یمینی معرفی می‌کند. کسی که در آلبوم اول و تاقبل از عزیمت به ایران با او همکاری داشتآلبوم «فرفره‌های بی باد» در اوت ۱۹۹۴ (مرداد ۱۳۷۳) توسط شرکت کلتکس رکوردز به بازار و علاقه‌مندان موسیقی عرضه می‌شود. استقبال گسترده از این آلبوم منصور را به ادامه راه تشویق می‌کند.
