This is a theme for the GO SMS Pro application found in the Play store. It will not work on its own.
Download GOSMS Pro from the Play store. From within GOSMS Pro > Menu > Themes > Installed Themes > Steampunk > Apply

Download Blue Steampunk GoSMS Pro Theme APK file from ApkClean, then follow these steps:
