《亂世曹操傳》是一款三國志古代戰爭單機RPG回合製跑圖策略手游，亂世紛爭，群雄四起，玩家化身為魏王曹操主公身份，經歷黃巾起義、董卓之亂、群雄割據、官渡之戰、赤壁之戰。招募三國名將，橫掃千軍，平定戰亂。並且在曹操去世後，遊戲製作方為遊戲精心編寫傳說劇情。使遊戲的故事情節得以圓滿，也算滿足玩家的統一心願。隨著劇情的深入，需要通過提升武將、裝備、陣法、策略讓自己變強，應對越來越強的敵人，實現群雄霸業，成為王者，一統天下。劇情進行到一定程度後會開放一座大城建安城（遊戲虛構，不存在於真實歷史）。在這個城池中有名將塔、兵陣塔、泰皇大殿（前往泰山挑戰二十四名將）、聖獸大殿（前往朱雀白虎青龍玄武麒麟所在區域）、大魏五謀將台、五子良將將台。另有五虎將台和東吳都督將台，分別在成都城與建鄴城。
場景設計上設有城池、村莊、關卡、室內、樹林、山川、河流、洞穴、熔岩等特色地形。整個遊戲大約有城池四十多個以及眾多的村莊關口，玩家可以盡情探索。在戰鬥武將上，設有郭嘉、諸葛亮、典韋、呂布等三國時期知名武將，可以任意選擇自己心儀的武將出戰。
