CAT (Computer Assisted Test ) adalah suatu metode seleksi dengan alat bantu komputer yang digunakan untuk mendapatkan standar minimal kompetensi dasar bagi pelamar CPNS.
Standar kompetensi dasar CPNS diperlukan untuk mewujudkan profesionalisme PNS , dan CAT dipercaya bisa menjamin standar kompetensi dasar CPNS dalam TKD (Tes Kompetensi Dasar).
Ujian CPNS pusat akan dibagi dari tiap kementrian maupun lembaga negara yang mengadakan seleksi penerimaan CPNS di lembaganya maupun di kementriannya.
Soal TKD CAT CPNS dibuat oleh Badan Kepegawaian Negara (BKN) dengan 3 jenis bidang pengujian yaitu Tes Wawasan Kebangsaan (TWK), Tes Inteligensi Umum (TIU), dan Tes Karakteristik Pribadi (TKP).
Untuk ujian TKD berbasis komputer atau yang lebih sering disebut Computer Assisted Test (CAT) waktunya adalah 90 menit.
Sedangkan kisi-kisi materi tes kompetensi bidang, disusun dan ditetapkan masing- masing instansi pembina jabatan fungsional.
