Tume ya Taifa ya Uchaguzi (NEC) ni Taasisi huru ya Serikali iliyoanzishwa mwaka 1993 chini ya Ibara ya 74(1) ya Katiba ya Jamhuri ya Muungano wa Tanzania ya Mwaka 1977. Na Tume ya Taifa ya Uchaguzi inaundwa na wajumbe wafuatao:-i. Mwenyekiti ambaye ni lazima awe amewahi kuwa Jaji wa Mahakama Kuu au Mahakama ya Rufaa ya Tanzania au mwanasheria mwenye sifa za kuwa wakili na ambaye amekuwa katika wadhifa huo si chini ya miaka 15.
ii. Makamu mwenyekiti ambaye ni lazima awe amewahi kuwa Jaji wa Mahakama Kuu au Mahakama ya Rufaa ya Tanzania au mwanasheria mwenye sifa za kuwa wakili na ambaye amekuwa katika wadhifa huo si chini ya miaka 15.
iii. Mjumbe aliyeteuliwa kutoka kaika chama cha Wanasheria Tanganyika (Tanganyika Law Society).
iv. Wajumbe wengine wanneni watu ambao wana uzoefu katika kuendesha na kusimamia chaguzi au sifa nyingine za ziada ambazo Rais Wa Jamhuri ya Muungano wa Tanzania ataona zinafaa.
Kwa mujibu wa Ibara ya 74(7) ya Katiba ya Jamhuri ya Muungano wa Tanzania ya Mwaka 1977 na Kifungu cha 4(4) cha Sheria ya Taifa ya Uchaguzi (Na. 1 ya1985), Mkurugenzi wa Uchaguzi ndiye Katibu wa Tume ambaye pia huteuliwa na Rais.
