Tại hội thảo về ngôn ngữ vào tháng 7 ở Quy Nhơn (Bình Định), PGS.TS ngữ văn Bùi Hiền (nguyên Hiệu phó Đại học Sư phạm Ngoại ngữ Hà Nội) công bố công trình cải tiến chữ quốc ngữ chưa hoàn thiện.
So với bảng hiện hành, bảng mới do PGS Hiền đề xuất bổ sung 4 chữ cái Latinh F, J, W, Z và bỏ chữ Đ trong bảng chữ cái tiếng Việt hiện hành. Giá trị âm vị của 11 chữ cái hiện có cũng được thay đổi.
Cụ thể, C sẽ được thay cho Ch, Tr; D = Đ; G = G, Gh; F = Ph; K = C, Q, K; Q = Ng, Ngh; R = R; S = S; X = Kh; W =Th; Z = D, Gi, R. Ông đồng thời tạo thêm một chữ cái mới cho âm vị "nhờ" (nh). Như vậy, từ Giáo dục sẽ được viết mới thành Záo zụk, tiếng Việt thành tiếq Việt…
Đề xuất này đã nhận được nhiều ý kiến trái chiều. Bộ Giáo dục và Đào tạo khẳng định không dự kiến cải tiến chữ viết trong giai đoạn này.
