Hatice’den doğma Mehmet Ali’den olma 01.03.1952 Adapazarı ili Karasu ilçesi doğumlu Bayram Ali Öztürk iki aylıkken yetim kaldı. Annesinin ikinci evliliğini yapması acı ve ızdırap dolu yıllarının başlangıcı oldu.
Amcası Bilal Öztürk’ün himayesinde ilk orta ve liseyi adapazarı’nda bitirip o zamanki adı Erzurum Yüksek İslam Enstitüsü olan Atatürk Üniversitesi İlahiyat Fakültesine girer. Eğitimine yörenin tanınmış âlimlerinden Mehmet Tavaslıoğlu’ndan aldıklarını da ekleyip memleketi Adapazarı’na döner.
Efendi Hz amcası Bilal Öztürk’ü tanıması vesile ile İsmailağa Cemaati ile tanışarak İstanbul’a gelerek ders vermeye başlar.
Efendi Hz.’leri İmam Rabbani Hz’nin Mektubat’ını okuyup şehretme görevini ona verir. Zamanla mektubat derslerinde o derece uzmanlaşır ki birçok hocanın okumaya cesaret edemediği mektubatları kürsüde şehreder. Bu yönü “Mektubatçı Bayram Hoca” diye tanınmasına sebep olur.
İlme çok düşkün olan Bayram Ali Öztürk Mahmut Efendi Hz, Sadreddin Yüksel, Halil Günenç, Mehmet Savaş gibi âlimlerden dersler alır. Bunlara Hukuk eğitimini de ekler. Psikolojiden felsefeye, İslami ilimlerden sosyolojiye kadar her alandaki muazzam bilgi birikimi ve muhatabının içine saygı ile karışık bir muhabbet salan heybeti onunla konuşan kişinin dikkatini çeken en önemli özelliğidir.
Ömrünü kitaplara vakfeder. Devlet kütüphanelerinin birçoğundan daha büyük bir kütüphaneye sahip olur. Ardında 20 bin ciltlik bir kütüphane bırakmıştır. Arapça, Osmanlıca, Farsça, İngilizce ve Fransızca bilen 2 kız 1 erkek çocuk ve 4 torun sahibi Bayram Ali Öztürk 03.09.2006 sabahı 07.30’da İsmailağa Camii Şerifinde sabah namazı ardından vermiş olduğu dersin bitiminde Mustafa Erdal adındaki bir meczubun bıçaklı saldırısı sonucu şehit olmuştur.
