BPL का फुल फॉर्म = BELOW POVERTY LINE होता है। इस तरह BPL से तात्पर्य गरीबी रेखा के नीचे जीवन व्यापन करने वाले परिवारों से है। इन्ही परिवारों को आर्थिक रूप से मदद करने के लिए सरकार इन्हे कुछ बुनियादी चीजों का सहारा देती है। जिस से वह लोग अपना और अपने परिवार का आसानी से पालन पोषण कर सके। सरकार द्वारा इन लोगों को कुछ मुख्य वस्तुएं दी जाती है। जैसे खाना,मकान की सुरक्षा, जमीन, ग्राहक सेवा, शिक्षा आदि। लेकिन इसके लिए इन लोगों बीपीएल कार्ड बनवाना अनिवार्य होता है।
