Arturo nació en Caracas, Venezuela, el 15 de septiembre de 1987. A los 5 años de edad comenzó sus estudios musicales en la Escuela Rítmica Dalcroze con Sonia Mauriello. A los 9 años comienza sus estudios de piano en su ciudad natal en la Escuela de Música José Lorenzo Llamozas con Eugenia Rodríguez.Posteriormente, siguió sus estudios musicales en la Escuela de Música Juan Manuel Olivares, la Escuela Experimental de Música Manuel Alberto López, la Escuela de Música Juan José Landaeta y la Escuela de Música Mozarteum Caracas. Recibió clases con Coralia Maiolino, Adriana Moraga, Alejandro Slobodianik, José Agustín Lira y Carlos Urbaneja. Participó en varias clases magistrales de la internacionalmente reconocida pianista venezolana Gabriela Montero. Participó en cursos intensivos de música fuera del país, a saber: Interlochen Arts Camp en Michigan en 2001 y 2002, de dos meses de estadía respectivamente; Frensham Heights en Londres, dos semanas de Estadía, en 1999.
