منصور ارضی در ۱ اردیبهشت ۱۳۳۲ در محلهٔ نازی‌آباد تهران به‌دنیا آمد. گفته می‌شود مداحی را از ۵ سالگی تحت نظارت عموی خود حسن ارضی آموخته است. وی در سال‌های مصادف با پیروزی انقلاب ایران توانست وجهه‌ای خاص برای مداحی در جامعه ایجاد کند. در اوایل دههٔ ۱۳۶۰ منصور ارضی به دنبال ایجاد اختلافاتی با بعضی دیگر از مداحان، محفلی را در مسجد شهدا واقع در خیابان آهنگ تشکیل داد. مسجد ارک دیگر پایگاه اصلی منصور ارضی به‌شمار می‌رفت که تاکنون نیز در آن‌جا برنامهٔ مداحی دارداین برنامه شامل مداحی حاج منصور ارضی است
