物語の舞台は自然と文明が調和した都市、『虹顔市』。

全14章の大ボリュームで贈るメインストーリーは、全編フルボイス＆フルモーションのLive2Dで臨場感たっぷりに演出。
ゲームをプレイしながら、キャラクターエピソードやカードエピソードなど多様なストーリーを開放し、16人の仮面ライダーたちの個性や関係性について深く知っていきましょう。

[調査]
仮面ライダーたちの力を引き出すことができる不思議な石『カオストーン』。この『カオストーン』を手に入れるため、仮面ライダーたちと共に街へ「調査」に出かけましょう。
調査では、虹顔市の各スポットを訪れることで、
市民と交流したり、仮面ライダーたちとの「エピソード」を発生させることができます。
調査中の行動によって最終的に手にする『カオストーン』の強さが変化。繰り返し「調査」を行い、仮面ライダーたちそれぞれにマッチした『カオストーン』を手に入れましょう。
[バトル]
調査で獲得した『カオストーン』の力を発揮するバトル！
スキルはオートで発動するため、難しい操作は不要なシンプルプレイが可能。
仮面ライダーそれぞれの個性を発揮する必殺技で、敵に勝利しましょう。
[拠点]
『エージェント』の隠れ蓑として営業中の『仮面カフェ』で、仮面ライダーたちと交流しましょう。
交流を重ね、親愛レベルを上げることで、ストーリーやボイスなどを解放できます。
