前作リリースより3年弱経過して登場した成金大作戦シリーズの最新作です。従来よりさらに1軍増え最大6つの軍が入り乱れて戦います。ゲームとしてはターンごとに歩兵、戦車、戦闘機、爆撃機、巡洋艦、戦艦などの多彩なユニットに行い、全ての敵を撃破し拠点を自分のものとしてください。
戦略性は高く本格的に楽しめますが、初心者でも遊びやすい作りにはなっています。
新たなマップが毎月ダウンロード可能です。究極版でもより手ごたえのある高難易度マップなどを2ヶ月に1回を目安に配信します。
究極版はこれまでかなり多くの変更が加えられ、中戦車、エイブラムス、リーパー、戦闘爆撃機、バズーカ海兵、護衛艦などのユニットが数多く追加されました。特に輸送ユニット（輸送ヘリ・揚陸艦）が新たに追加され、海越しの戦略がより多彩になりました。
既存ユニットも価格や性能の見直しを行っています。
さらには川・浅瀬の地形を追加しました。川・浅瀬の地形は、歩兵系中心に一部の陸軍と一部の海軍は通行可能な地形で、川越えの攻略などより多彩に楽しめるようになっています。
AIも従来より強化し、より手応えのある戦いが可能です。

このゲームでは以下のようなマップを配信しています。
●通常マップ
「○○年○月版」の名称で毎月配信するマップです。通常のマップになります。
●高難易度マップ
より手ごたえのある高難易度のマップで、2ヶ月に1回を目安に配信します。
●腕試しマップ
対称性のある青赤互角のマップで、AI との戦いがより負けられないものになるマップです。青赤互角なので、対人戦にも向いています。
※再インストールした際のリストア（購入したマップを購入済みに戻すこと）は、タイトル画面 -> メニュー -> リストア より可能です。
●その他のパワーアップポイント（一部抜粋です）
・ユニットの2回行動要素追加。
・ユニットの多砲攻撃追加。
・地雷・機雷の仕様変更。
・地形で茂みの追加（防御効果少し）。
・地形で廃墟・崩壊物の追加。
